Abstract
The National Performance Review, “From Red Tape to Results”: Creating a Government That Works Better and Costs Less, report came out in September. It describes actions and recommendations to improve government costs and efficiency. The recommendations include the elimination or consolidation of more than forty Department of Education programs, among them the HEA ACT I programs (II‑A, College Library Technology and Cooperation grants; II‑B, Library Education and Human Resource Development and Library Research and Demonstrations; and II‑C, Improving Access to Research Library Resources). The report cites the II‑C grants program as having served its purpose and suggests that universities should use their endowments to build library collections. In the past, a number of university libraries in the MAC region have received Title II‑C grants to purchase and provide access to manuscript collections.
