Abstract
On February 8, at a ceremony at the Library of Congress, President Clinton signed The Telecommunications Reform Bill aimed at removing 62‑year‑old legal barriers to greater competition among the telephone, cable and broadcast industries. The bill includes language to provide discount rates for schools and libraries. In addition, the bill includes penalties for computer transmission of indecent material, raising concern about how terms of indecency might be interpreted or enforced. Another section of the bill, introduced by Representative Henry Hyde (R‑IL), would make it a crime to post information to discuss abortion on the Internet or a computer bulletin board.
